Open Internet Commitment

Our Four Core Principles

As a community-owned fiber provider, FPUAnet is committed to keeping the internet open, neutral, and accessible for everyone.

No Blocking

We do not block access to any lawful websites, applications, or services on the internet.

No Throttling

We do not slow down, impair, or degrade lawful internet traffic based on content, app, or user.

No Paid Prioritization

We do not favor any internet traffic over others in exchange for payment or other consideration.

Full Transparency

We disclose our network management practices clearly so you can make informed decisions.

1. Network Management Principles

FPUAnet Communications is a fiber-to-the-premises (FTTP) provider delivering fiber-based broadband internet services to residential and commercial customers throughout Fort Pierce and surrounding areas. As a division of Fort Pierce Utilities Authority, a community-owned municipal utility established in 1972, our goal is to provide the highest quality broadband services possible.

Accordingly, FPUAnet has enacted and utilizes reasonable network management practices to improve the overall performance of our network for the benefit of all end users. Our network practices are nondiscriminatory and consistent with FCC open internet regulations and applicable law. We may change and modify our network management practices over time to adapt to changes in technology and network conditions.

2. Description of Services

Technology

FPUAnet's broadband internet service enables customers to access all lawful content, applications, and services of their choice available on the internet via any internet-enabled device. We deliver our services through a fully owned and operated fiber optic network, transmitting services directly to the premises using GPON and XGS-PON network technologies.

Services are offered through different speed tier plans. Each plan has limits on the maximum throughput rate at which customers should expect to send and receive data. Actual speeds will vary based on factors including device capabilities, in-home wiring, WiFi interference, network conditions, and the performance of the servers or services being accessed.

All plans provide symmetrical upload and download speeds. Speeds represent maximum network capability based on a wired connection. Actual speeds may vary. No data caps or data overage charges ever apply.

3. Network Management Practices

FPUAnet maintains a non-discriminatory, net-neutral network management strategy ensuring that all lawful internet traffic is handled equally.

Traffic Management

FPUAnet designs, deploys, and maintains its network to ensure customers can access their rated upload and download speeds at all times, including peak periods. The network does not prioritize, degrade, or block content based on its source, destination, application, protocol, or provider. Traffic is routed and delivered solely according to standard technical requirements such as congestion control, security protection, and reliability. No content provider receives preferential treatment, no application is given enhanced performance, and no protocol is throttled or advantaged.

Congestion Management

FPUAnet continuously monitors its network connections in the aggregate for all types of traffic to determine utilization rates. Where feasible, FPUAnet addresses congestion issues through improvements to network capacity. FPUAnet may take reasonable measures to relieve congestion if it occurs, but such measures do not discriminate based on the type of application being used, nor on any particular customer's aggregate monthly data usage.

Security Measures

FPUAnet employs standard industry tools and generally accepted practices to maintain a safe and secure network environment. These include:

  • Identifying and blocking spam and preventing its delivery to customer email accounts.
  • Detecting and mitigating malicious internet traffic, including DDoS attacks.
  • Preventing the distribution of, or inadvertent access to, malware, phishing, viruses, or other harmful code.
  • Deploying DDoS mitigation policies across WAN, core, and access transport networks to maintain service continuity during abnormal traffic conditions.

These security measures are applied uniformly and are not content-specific. FPUAnet may scan and take appropriate steps to mitigate malicious traffic at its discretion.

Device Attachment

FPUAnet does not prohibit the use of lawful, non-harmful, third-party routers or gateways on the FPUAnet network, provided the device is compatible with the network and does not harm the network or other users. If a customer connects their own device, FPUAnet cannot guarantee the service will work as expected and may not be able to provide technical support in the event of a problem.

Network Redundancy

FPUAnet designs, deploys, and maintains its fiber network with N+1 redundancy, with geographic diversity wherever possible. The purpose of this strategy is to ensure that all customers maintain access to their rated speeds even when a component of the network fails. Non-service-disrupting failures include transport fiber cuts, core equipment failures, core interface failures, and power supply failures.

5. Commercial Terms

Pricing and Plans

FPUAnet's current residential and business pricing and plans are available at fpuanet.com/residential-internet/ and fpuanet.com/business-internet/. All plans include symmetrical upload and download speeds, no data caps, no data overage fees, and no long-term contracts. All services are billed monthly through your FPUA utility account.

Data Caps

FPUAnet does not impose data caps or data overage charges on any residential or business internet plan. You can use as much data as you need without incurring additional fees or experiencing speed reductions due to data usage.

Privacy

FPUAnet does not sell your personal information or browsing data to third parties. For full details, please review our Privacy Policy.

Acceptable Use

All customers are subject to FPUAnet's Acceptable Use Policy, which prohibits illegal activity, network abuse, and actions that harm other users. For full details, please review our Terms of Service.

6. Your Rights as a Customer

As an FPUAnet customer, you have the right to:

  • Access all lawful content, applications, and services on the internet without interference from FPUAnet.
  • Use any lawful and non-harmful device to access FPUAnet's service.
  • Receive clear and transparent information about our network management practices, performance characteristics, and commercial terms.
  • File a complaint with FPUAnet if you believe our network management practices have violated your rights or this policy.
  • File a complaint with the FCC if you believe an internet service provider has violated the Open Internet rules.
